Foster children are eligible for Medicare Cards and Health Care Cards in their own name.
It is important to try to have the child’s name on a separate card in case they move on or return home.
It is suggested that the agency’s address be the one registered for both cards.
Agencies are usually responsible for obtaining the cards.
It is important to obtain these cards as soon as possible in case the child or young person needs medical attention. Carers may need to prompt their worker to arrange the cards.
Special Note for Kinship Carers
In the Centrelink computer system, the term "foster care" simply means the child doesn't live with his/her parents. So kinship carers need to tick the "foster care" box in order for a health card (with the letters "FO" after the card number denoting Foster Care) to be issued for the child(ren) in their care.
The Centrelink booklet "Are you a grandparent (or relative) caring for children?" also states on page 9
"Another option is to claim a separate Foster Child Health Care Card for your grandchild. This card is available to grandparents who are caring for a child through either an informal or formal foster care arrangement. This card can be claimed by you, but is issued in the name of your grandchild. You do not have to meet an income or assets test to get this card. The Foster Child Health Care Card can be claimed through the Family Assistance Office."
If you are on the pension, then the child's name will be added to your Pensioner Concession Card, & if you are eligible for the maximum rate of FTB Part A, you will automatically be issued with a Health Care Card.
Permanent Care Orders
All foster children on permanent care orders are entitled to a Health Care Card. This entitlement is NOT subject to a means test of the carer.
Complications can arise in instances when the child's name is changed to the surname of the carer. However this does not affect the child’s entitlement.
